Leicestershire Holiday Activities and Food Programme - Summer 2019
Leicestershire County Council has developed a strategic partnership with the national children's charity, Barnardo's.
As a result of this partnership, Leicestershire County Council and Barnardo's (along with Leicestershire & Rutland Sport and Voluntary Action Leicestershire) have secured £798,000 from the Department for Education, for the purposes of supporting a Holiday Activities and Food programme for Leicestershire, to take place over the summer of 2019.
Barnardo's will operate as the local coordinating organisation for this programme, which will make grant funding available for any organisation that is able to deliver Holiday Activities which include Food provision, within Leicestershire, during the summer of 2019.
The programme is specifically targeted to offer provision to children who are eligible for Free School Meals (FSM), for four hours a day, four days a week, for four weeks (4:4:4)
In total, funding is available to be able to support 2,852 potential places.
Aims and Objectives of the Programme
One of the objectives of the programme is to enable provision to be inclusive and accessible to all Free-School Meal (FSM) eligible children in Leicestershire. We know that provision for children in rural areas can be a particular issue and also that providers can struggle to cater for children with additional needs, such as those with SEND. Therefore, we have designated a number of places for children with Additional Needs at an enhanced rate, to take into account staffing ratios and other factors. These needs would usually be substantial and may include:
- Looked After Children status
- Significant rural isolation
The grant programme is therefore designed to develop a more efficient and joined-up approach to free holiday provision for disadvantaged children; and to ensure there is enough good quality free holiday provision to meet the demand from children eligible for free school meals in the local authority area during the 2019 summer holidays.
As a result of this, the aim is for children (and where appropriate, their parents) who attend this provision:
- to eat more healthily over the summer holidays;
- to be more active over the summer holidays;
- to take part in engaging and enriching activities which support the development of resilience, character and wellbeing and other skills;
- to be safe and not to be socially isolated;
- to have greater knowledge of health and nutrition; and
- to be more engaged with school and other local services and to have greater knowledge and awareness of local free holiday provision.
Who can apply for funding?
The programme will invite bids from all types of organisations, including charities and other third sector organisations, as well as existing holiday club providers who can demonstrate the ability to develop their existing provision to include food provision for FSM-eligible children.
Schools can also apply if they are operating holiday clubs.

The applying organisation's name and the words "HAF 2019 Application" should be included in the email 'subject' field when submitting your application.

- Midlands Langar Seva Society (a Sikh based charity in Leicester who provide food parcels to homeless people/rough sleepers)
- Leicester South Foodbank (foodbank operating out of a church in Wigston)
- Feed The Hungry UK (nationwide food poverty organisation with a base in Hinckley)
Bruce is interested in the providing the food element for a holiday activities project which could be delivered/funded through the HAF programme, and is looking for organisations who can deliver the activities.
